- The Client:
 
 A government department client is looking for a Tail Spend Strategy Lead to join them on a 5 month contract. This position will be based in London or Glasgow/ Hybrid.
 
 Job Summary:
 Must have experience:
 - Want experience with tail spend and strategy and solution
 - Have done a delivery model assessment piece previously
 - Experience in piecing together a category strategy
 Purpose of the Role
 - To support a strategic review of tail spend (sub-£25K) procurement across global regions by reviewing large amounts of tail spend data, identifying suitable tail spend solutions, assessing delivery models against Cabinet Office Best Practice, and mapping risks and opportunities for aggregation and implementation.

 Key Responsibilities
 Data Analysis & Structuring
 - Review and understand large datasets related to tail spend.
 
- Categorise spend by type, region, country, and post within country.
 
- Develop structured outputs and visualisations to support analysis.
 
- Tail Spend Solution Identification
 
- Research and assess tail spend solutions available in different regions.
 
- Evaluate suitability based on shipping, ordering, and front-end requirements.
 
- Identify 1–2 top regional opportunities or, where not feasible, 3 country-level opportunities per region with market capability reasoning.
 
 
 
 Delivery Model Assessment
 - Conduct delivery model assessments for each region using Cabinet Office Best Practice guidance.
 
- Recommend best-fit solutions per region or country, noting where regional aggregation is not viable.
 
 
 
 Strategic Mapping & Prioritisation
 - Map remaining countries with slower delivery timelines and tail spend solution potential.
 
- Develop a prioritised roadmap for implementation, including milestones and dependencies
 
 
 
 Risk Identification & Benchmarking
 - Conduct high-level risk assessments for each country.
 
- Identify where tail spend solutions are already in place and document how they are being delivered.
 
 
 
 
 An active SC clearance is required for this role. At a minimum, candidates must be eligible and willing to undergo security clearance. Due to the short-term nature of the contract and the urgency of the requirement, the client may prioritise applicants who already hold active SC clearance and meet all essential criteria.
