The Client:

 

A government department client is looking for an IT & Software Commercial Manager to join them on a 6 month contract. This position will be based in  London/ Hybrid.

 

Job Summary:

 

Our Defence client is seeking an experienced IT & Software Commercial Manager to lead and manage complex IT and software procurements within a high-risk, large-scale programme environment.

Essential Skills & Experience:



  • Led end-to-end IT/software procurements.

  • Managed complex ITTs.

  • Negotiated software contracts (SaaS, licensing, cloud, enterprise systems etc.).

  • Experience using CCS frameworks (e.g., DOS, G-Cloud, RM frameworks).

  • Awareness or completion of Transforming Public Procurement (TPP).

  • Proven experience leading end-to-end sourcing within high-risk programmes.

  • Managing senior stakeholders, Working in multi-stakeholder environments.

  • Identifying and mitigating commercial risk.

  • Comprehensive understanding of UK public sector procurement regulations.



Key Responsibilities:



  • Lead end-to-end sourcing and procurement activity for IT and software requirements.

  • Manage procurements via CCS Frameworks.

  • Develop and deliver complex Invitations to Tender (ITTs), including negotiations and contract awards (including bespoke/non-standard terms where required).

  • Provide commercial advice and risk mitigation strategies across high-risk or large-scale programmes.

  • Build and maintain strong stakeholder relationships across diverse and complex environments.

  • Constructively challenge information and assumptions to drive robust commercial outcomes.

  • Ensure compliance with public sector procurement regulations and policy, including Transforming Public Procurement (TPP).

  • Drive delivery against programme timelines while managing uncertainty and shifting priorities.



Qualifications:



  • Essential – L4 CIPS or equivalent or a minimum of 5 years’ commercial experience.



An active SC clearance is required for this role. At a minimum, candidates must be eligible and willing to undergo security clearance. Due to the short-term nature of the contract and the urgency of the requirement, the client may prioritise applicants who already hold active SC clearance and meet all essential criteria.
