- Description
- The Client:
A government department client is looking for a Coastal State Service Lead to join them on a 12 month contract. This position will be based in Southampton/ Hybrid.
Job Summary:
The Marine Safety and PNT Services Branch is resourced to undertake regulatory work on existing, established navigation systems and technologies.
It represents the UK at various international forums such as the UN and controls the UK's coastal state services, ensuring that they are compliant with international regulation.
A large number of novel technologies and systems are now being discussed at international forums, with a view to future adoption.
Regulatory teams are not resourced to do the additional research, analysis and liaison work which is required to develop the regulatory positions for these new technologies/systems and close the client's knowledge gaps.
It should be noted that this is a time limited (12 month) project, designed to close specific knowledge gaps and provide the future vision for UK coastal state services, to inform regulatory processes.
By doing nothing:
- The client's knowledge gaps prevent it from fully engaging in discussions at international forums, to represent the UK's interest or shape the direction of technology to the UK's advantage.
- Current coastal state technology would remain within its legacy frame work and will not be developed to address the challenges of a more congested sea area and complex navigational risks. Because of these disadvantages, this option is deemed unsuitable or sustainable.
Top Criteria:
- Professional Certificate of Master mariner 2.2 unlimited. (This is a non-negotiable must have).
- Command Experience.
- Project Experience.
- Navigation experience at a senior level.
- Experience in government.
Experience of working within costal state services in an organisational capacity. Role will require liaison with Lighthouse Authority as stakeholders. Looking for not only on ship experience but the state.
Regulatory Setting experience (desirable) and project management.
Role has come about as they do not have someone internally that can take on the level of research and excellent written reporting skills required.
