A government department client is looking for a Programme Manager to join them on a 7 month contract. This position will be Remote.
Job Summary:
Our client is seeking an experienced Programme Manager to lead delivery within a large-scale, multi-year transformation programme.
This role requires a strong digital change background—we are specifically looking for some-one who has led complex transformation programmes spanning digital, data, and business change, rather than purely technical delivery.
The successful candidate will play a critical role in shaping and delivering transformation aligned to organisational strategy, working closely with senior stakeholders including the Programme SRO and Delivery Director.
Programme Context
- Large, complex transformation programme (~2 years).

Key Responsibilities: Programme Delivery & Leadership:
- Lead delivery across multiple workstreams within a major transformation programme.
- Translate programme vision into structured delivery plans and outcomes.
- Drive delivery aligned to government project delivery standards.
Digital Change Transformation
- Lead complex digital change initiatives, ensuring integration between technology, data, and business operations.
- Drive adoption of new ways of working across the organisation.
- Ensure transformation is business-led, not purely technology-led.
Governance, Risk & Assurance
- Establish and manage programme governance and reporting.
- Oversee risk, issue, and dependency management across workstreams.
- Ensure robust assurance processes and compliance.
Stakeholder Management
- Engage and influence senior stakeholders across government and corporate functions.
- Support decision-making in complex, high-profile environments.
- Build strong partnerships across delivery, commercial, and policy areas.
Planning & Control
- Manage programme plans, budgets, and resource allocation.
- Oversee a workstream budget of c. £2m with a lean matrix team (5–6 resources).
- Deliver against time, cost, and quality expectations.

Essential Skills & Experience:
- Strong digital change background (critical requirement).
- Proven experience delivering complex transformation programmes across digital, data, and business change.
- Strong programme delivery credibility, with demonstrable outcomes.
- Experience operating in structured governance environments.
- Advanced stakeholder management across senior and complex organisations.
- Strong financial, risk, and dependency management experience.
- Experience using agile, waterfall, or hybrid delivery approaches.
Desirable Experience:
- Public sector / government experience.
- Exposure to commercial transformation programmes.
- Familiarity with Government Project Delivery standards.
Qualifications:
- MSP, APMQ, or equivalent programme delivery qualification (preferred).
- Relevant degree or equivalent experience.
Working Environment:
- Lean, delivery-focused team (not large-scale line management).
- High-impact, fast-paced transformation setting.
- Complex stakeholder landscape with significant organisational visibility.
