Essential Experience / Knowledge
Applicants should be able to demonstrate significant experience in the following areas:
• Financial, commercial and operational characteristics of the UK rail industry and in particular
of passenger rail franchises;
• Procurement of complex service delivery through contractual relationships;
• Economic and financial appraisal;
• Managing external expert advisers;
• Engaging and working constructively with a range of external stakeholders;
• Management and Leadership of others
This role sits within the Cross London Market team, working on the development of the specification
of the next Thameslink, Southern and Great Northern franchise (TSGN) franchise.
The role will work closely with the franchising commercial strategy team to understand and deliver
ministers’ priorities for the future franchise.
Key responsibilities:
• Leading a comprehensive review of the existing franchise in order to develop a detailed
understanding the franchise itself including identifying:
o Key operational and financial characteristics, constraints and opportunities of the franchise;
o Drivers of demand or growth;
o The links between specification and subsidy/premium;
o Key stakeholder requirements for the franchise;
• Working collaboratively with colleagues across Rail Group, the rail industry and with
stakeholders to develop the optimal proposition for passengers and taxpayers;
• Proactively managing external technical advisers who are engaged to provide operational,
commercial and economic advice;
• Leading on the analysis and development of credible options for the future shape, size and
commercial structure of the next TSGN franchise(s) which; meets the needs of passengers and
stakeholders, demonstrates value for money and manages risk fairly and sensibly to protect
taxpayers and attract investors;
• Developing and maintaining the business case for the franchise;
• Driving the overall delivery proposition for the franchise, based on evidence and within
existing government policy;
• Clearly articulating, internally and externally, what it is that government wants the franchise
to deliver;
• Producing the specification and priced options sections of the ITT;
• Working with the franchising team to maintain relationships with bidders to ensure that all
bids received have the best chance to meet the defined requirements including delivering excellent
value for money.
