Job Title: PFI Manager
The Maximum Pay Rate: £327.45 UMB
Location: London
Contract Length: 3 Months

To strategically manage, develop, organise and control a professional service area ensuring the delivery of the service meets all Council, professional and legislative requirements.
Work within a policy framework and regulatory guidelines, applying knowledge of systems, procedures and best practice. Work to broad managerial direction, within a policy framework and regulatory guidelines, to ensure performance standards are met within a framework of policy and legislation.
Control the deployment and allocation of service resources within overall corporate and legislative framework. Accountable for the performance of the service area against agreed objectives. Develop service plan for area of responsibility and contribute to term wider service planning. Professionally accountable for interventions within area of responsibility.
Manage complex issues within a framework of policy and procedures. Creative and innovative problem solving of complex issues, often in situations where there is ambiguity and a significant degree of judgement is required in relation to risks outside the remit of existing policy. Think and act strategically in decision making in a complex professional and political environment. .
Development of policies and procedures and strategy for own area. Lead in partnership development, working with a range of agencies and extended services to meet strategic, legislative and Government policy requirements.
Understand, manage and develop three complex and individual PFI contracts with different contractors and partners.
Occasionally the post will be expected to work from other locations.
Post holder will oversee operational decisions.
Post holder will provide technical advice and interpretation to Head of Service
Job-specific Accountabilities
Lead the management and development of the contracts under which PFI schools are built, maintained, serviced and enhanced.
Manage the budgets and processes to ensure financial compliance and best value in accordance with the PFI contracts.
Manage the Council’s PFI team and resources to ensure competence and development of team members and commitment to Council Values.
Identify areas where efficiencies might be delivered and encourage and facilitate changes to achieve these.
Represent the Council as Responsible Person in dealings with PFI Schools, suppliers, contractors and partners.
Support and provide contract and commercial advice to projects affected by PFI schools.
Receive, consider and produce reports on performance under the PFI contracts for a range of audiences on performance, financial aspects and potential changes.
Knowledge, Skills and Experience
Experience of leading PFI arrangements on behalf of Council and schools.
Detailed knowledge of principles and practice of PFI contracts.
Leader of complex, technical service area with wide range of stakeholders.
Management of budgets.
Compliance and protection in schools.
