Head of Tech & Data PMO Project Management Office



Expected contract length             3 months initially with the option to extend up to a further 3 months



Maximum day rate          £425 +VAT

Essential skills and experience



·         5 years experience in the support of complex technology driven programmes, incorporating organisational wide inputs (20 Points)



·         5 years of leading and managing small to medium sized (up to 10 people) internal teams to be successful and motivated (15 Points)



·         Experience of supporting multiple projects with both Agile and traditional project management methodologies (10 Points)



·         The ability to present analysis, information, risks issues and reporting in a clear and logical way (15 Points)



·         Ability to maintain programme plans, integrating multiple, complex technical projects that impact multiple directorates and teams. (15 Points)



·        Experience of working with multiple stakeholders with sometimes opposing objectives to gain consensus (10 Points)



·         Excellent communicator, both in person and in writing, with the ability to present advice and information in a clear and logical way (15 Points)



Nice-to-have skills and experience        



·         Minimum of 3 years relevant experience in the public sector



·         Good understanding of broader policy and regulatory issues affecting the health care sector in England



Summary of the work    We are looking for an experienced PMO Lead/Head of PMO with track record of supporting a full technology project lifecycles. The role requires supporting delivery of NHSI's commitments to the Technology enabled portfolio and overseeing of the external delivery partner's performance.

The specialist will:



- Work in partnership with 3rd party suppliers



- Engage with the Tech and Data senior leadership team, ensuring their involvement in key decisions and activities that impact their areas of responsibility (e.g. Information Governance, IT Operations and Support, Enterprise Architect etc.)



- Support and influence NHSI stakeholders, such as the SRO, Programme Board, senior stakeholder group, wider change network etc.



- Workstream leads within the delivery team



- Work with other departments PMO to support the Technology Portfolio governance processes



- Work with the department's finance business partner to facilitate the financial management of the programme



What the specialist will work on                As Head of PMO, you will be responsible for:



1) Establishing and maintaining PMO Governance



2) Assessing PMO porfolio



3) Leading multiple PMO resources



4) Leading PMO best practice and embedding of such processes



5) Facilitating the definition and delivery of mitigation plans



6) Development and implementation of project governance processes



7) Supporting the Programme Manager including the management of stakeholders



8) Working with stakeholders to establish financial PMO processes



9) Project conflict resolution



Working arrangements The Head of PMO will work autonomously with support from Associate Director of Digital Operations and Business Change. Working from home or own office is allowed in as far as it does not interfere with the smooth running of the programme. We expect you to be present in the office where face-to-face engagement is seen to be more effective.
