Description:
Owns contracts as well as the commercial and operational working relationships with key suppliers to ensure contractual commitments are delivered. Working across technology, defining and agreeing a supplier governance framework and an agreed relationship map between Information and Communications Technology and our supplier organisations. Holds the BAU budget for contracts and is accountable for spend validation and authorisation.
To negotiate and manage contracts for specialised services across providers within the region.
To play a lead role in service specific multidisciplinary planning teams; ensuring that all elements of the recognised commissioning cycle are delivered to a high standard.
To manage Provider portfolio in accordance with the NHS Commissioning Framework for Specialised Services.
To produce monthly performance reports including the development and monitoring of trend information and the production of detailed forecasting across the contract portfolio.
To ensure that risks within the portfolio are escalated to the appropriate Director. This will include the development and delivery of mitigation plans as and when appropriate.
To review the impact of high cost patients and patient outcomes, arrange and manage interventions where appropriate.
To review in detail monthly performance for each provider within the portfolio and provide appropriate challenge as necessary. This includes working collaboratively with key directorates to understand route cause and develop mitigation strategies.
To lead on the annual contract negotiation process with providers within the portfolio. This will include the development of negotiation strategies and may involve cross organisational working to ensure that the best commercial model is developed.
To ensure that contracts are signed off within the contractual timetable.
To provide a lead role in the development of activity plans for contracts within the portfolio, ensuring that strategies for specialised services are appropriately reflected.
To organise and chair contract and performance review meetings. Produce all relevant information to ensure meeting objectives are achieved.
To deputise, where required for the Assoc. Director and assist in the delivery of value for money specialised services across the region.
To assist in the development and implementation of world class commissioning solutions for effective contract letting, monitoring and management.
Ascertain and document supplier’s service delivery and business intentions to ensure improvements and business benefits are realised in accordance with plans, standards and targets.
To collaborate with colleagues in primary and secondary care to ensure that performance upstream of the specialised service element of the commissioned pathway is fully understood. To actively manage Departmental operating budget and expenses.
