Description:
Assessing the existing commercial landscape and looking at the impact on programme delivery. Designing and implementing approaches which ensure effective delivery of the right outcome for the department. Leading on supplier integration with regards to relationship and cost impact upon the department. Clarifying the ability to terminate current contracts, working with programme finance leads to understand impact and realisation of any potential benefits. The ability to renegotiate existing contracts. Managing the impact of existing commercial financial models. Acting as primary point of contact between the incumbent supplier(s) and the department.
Commercial Manager
Interim resource is required to deliver commercial support in response to demand from the Clyde Infrastructure Programme. The current scheduled commercial activities are outside the bandwidth of the established, permanent resourcing of the commercial team and will initially be for defined, non-permanent duration to fit the CIP schedule. I would look for this post to be for an initial 12 month period.
Role requirement:
• Management of sourcing activities, including:
o Understanding, advice and application of EU, UK and department procurement legislation, and preferably experience of construction / capital works procurement
o Effective cross-functional team working with Project Teams / Customers and stakeholder management
o Identification, management and mitigation of procurement risks
o Understand, inform and provide assurance in business case development and approvals management
o Lead and provide oversight of appropriate advertising and supplier selection
o Lead, co-ordinate and ensure compliance of development and management of bidders packs, supplier clarification, tender evaluation, contract awards and supplier debriefs.
• Contract management activities, including:
o Lead development and assure Contract Management Plan(s)
o Lead and control contract start up and transition to contract management
o Manage and oversee contract performance; measuring performance, identifying and managing risks, recording delivery and progress, contract reviews, managing contractual variations or amendments
o Achieve effective supplier relationships and manage dispute resolution
o Achieve effective contract administration through managing commercial record and audit trail, compliance
o Manage contract closure
