A government department client is looking for a Contracts Manager to join them on a 12 month contract. This position will be based in London/Remote.



Job Summary:

 

ICTG Contract Manager (Mobilisation)The Independent Child Trafficking Guardian (ICTG) service is transitioning from a grant funded model to a contracted national service. This role will lead contract mobilisation activities, ensuring all contractual, operational and workforce requirements are delivered to agreed timescales and quality standards.

The successful candidate will provide commercial oversight, assurance and delivery management, ensuring the service is fully prepared for operational delivery from day one.

Key Responsibilities:



  • Lead supplier mobilisation activities, ensuring delivery against agreed contractual milestones, standards and timelines.

  • Monitor mobilisation plans, dependencies, risks and critical path activities to ensure operational readiness.

  • Challenge supplier performance and take action where delivery falls behind expectations.

  • Apply commercial oversight to ensure compliance with contractual obligations and value for money.

  • Identify, assess and manage risks, ensuring issues are escalated and addressed appropriately.

  • Provide assurance of supplier readiness through evidence based assessment and challenge.

  • Support go/no go decision making through clear recommendations and reporting.

  • Establish governance, escalation routes and performance management arrangements between the authority and supplier.

  • Work collaboratively with policy, commercial, legal and operational stakeholders to support successful delivery.

  • Oversee transition into live service and ensure effective handover into business as usual contract management.

  • Capture lessons learned to support future service delivery.



Essential Criteria:



  • Contract Management Capability Programme (CMCP) Practitioner qualification or CIPFA Diploma in Contract Management.

  • Experience of governance and risk management.

  • Experience managing large scale contracts.

  • Experience managing service model contracts.

  • Strong commercial judgement and the ability to challenge suppliers constructively on delivery and value.

  • Proven experience independently managing complex service contracts, including mobilisation and transition activities.

  • Strong stakeholder engagement and communication skills.

  • Experience providing governance, risk and assurance oversight.



Desirable Criteria:



  • Experience working in delivery focused environments with competing priorities.

  • Experience working on victim focused projects.



An active CTC clearance is required for this role. At a minimum, candidates must be eligible and willing to undergo security clearance. Due to the short-term nature of the contract and the urgency of the requirement, the client may prioritise applicants who already hold active CTC clearance and meet all essential criteria.
