- The Client:
A government department client is looking for a Lead Procurement Manager to join them on a 6 month contract. This position will be UK wide.
Job Summary:
The Senior Procurement Lead will provide leadership across digital and technology procurement, leading a team of commercial professionals within a category to deliver complex, high-value procurements in support of digital delivery.
The role will focus on software, digital delivery, and emerging technologies ensuring that commercial approaches enable innovation, value for money, and compliant public sector delivery.
In addition to delivering procurements, the role will drive capability uplift across the commercial function, embedding best practice in digital procurement and developing a high-performing team and ensure a blend of delivery and team/workload allocation.
Key Responsibilities
Leadership & Team Management
• Join a Senior Leadership Team to lead, inspire, and develop a team of procurement and commercial professionals.
• Set clear direction, priorities and performance expectations aligned to organisational objectives.
• Build a high-performing, inclusive team with strong engagement and accountability.
• Coach and mentor team members to strengthen capability in digital and technology procurement.
• Manage Sourcing pipeline and work allocation
Procurement Delivery
• Lead end-to-end procurements across digital delivery, software, and emerging technology markets.
• Design and implement commercial strategies tailored to digital and agile delivery models.
• Manage complex sourcing activities, including:
o Framework call-offs (e.g. DOS, G-Cloud)
o Open procurements under the Procurement Act 2023
o Multi-supplier and outcome-based delivery models
• Ensure all procurements comply with relevant legislation (e.g. Public Contracts Regulations 2015 / Procurement Act 2023) and internal governance.
• Provide clear commercial advice to senior stakeholders on sourcing strategies, risks and delivery options.
Digital & Technology Expertise
• Act as a subject matter expert on:
o Digital delivery models (agile, product-based delivery)
o Software procurement (SaaS, PaaS, enterprise platforms)
o Emerging technologies (AI, automation, data & analytics)
• Support the business in shaping requirements that are outcome-focused and commercially viable.
• Enable scalable approaches to procuring innovation (e.g. pilots to scaled delivery).
Capability Building & Continuous Improvement
• Drive capability uplift in digital procurement across the wider commercial function.
• Develop guidance and best practice for digital and technology procurements.
• Promote consistent use of commercial standards, tools and governance.
• Identify skills gaps and implement targeted learning and development initiatives.
• Contribute to wider category management and continuous improvement activity.
Stakeholder Engagement
• Build strong relationships with senior stakeholders across digital, technology, finance, and delivery teams.
• Act as a trusted commercial advisor to programme and portfolio leads.
• Influence business decisions to ensure early commercial involvement and optimal procurement outcomes.
• Engage with cross-government networks and frameworks to leverage best practice.
Risk, Governance & Assurance
• Identify and manage commercial, legal, and delivery risks across procurements.
• Ensure robust governance, audit trails and documentation are in place.
• Support assurance activities and provide clear reporting to senior leadership.
• Balance pace of delivery with compliance and risk management.
Person Specification
Essential Experience
• Significant experience leading public sector procurements within digital and technology.
• Proven ability to deliver complex, high-value procurements end-to-end.
• Experience of leading and developing high-performing teams.
• Strong knowledge of:
o Procurement regulations (PCR 2015 / Procurement Act 2023)
o CCS frameworks (e.g. G-Cloud, DOS)
Essential Skills

Desirable
• Experience in:
o Software licensing and SaaS commercial models
