A government client is looking for a Project Manager to join them on a 3 month contract. This position will be based in Scotland/ Hybrid.
Job Summary:
The client has an urgent requirement for a Project Manager to support Business as Usual activities across the coal field of Scotland. This requirement is for an immediate start. The role is required for an initial 3 month period but may extend beyond that.
Main purpose of the job
To administer a portfolio of coal mining related hazard, enquiry and subsidence projects in Scotland.
Role location
The role involves working in the former coal mining areas of Scotland, based at home with regular site visits and travel throughout the week. 60% of the working week at various sites within the existing coalfield areas of Scotland. Scotland’s coalfields stretch right across the central belt from Ayrshire and Lanarkshire on the west coast to Fife and the Lothians on the east
Brief summary.
- The client has a responsibility under the Coal Mining Subsidence Act 1991 to establish liability for the damage caused by Historical coal mining activity.
- The Public Safety and Subsidence department manage a portfolio of over 800 incidents and claims every year. These projects are located on the coalfield.
- A Regional Project Manager for Scotland is required to provide support in delivering these projects to best value and to minimise cost to the taxpayer in accordance with a treatment matrix and risk appetite.
- The purpose of the service is to liaise with all internal and external partners to carry out the necessary investigation and remediation works with a focus on customer approach and operational risk.
Duties will include
- Site Attendance: Attend projects under emergency and unplanned situations. Act as the competent person to ensure that the site is secured and provide immediate advice on public safety.
- Hours of Attendance: 37.5 hours per week on PSS Activities over a period of 12 weeks initially.
- Programme & Health & Safety Meetings: Transition into planned works and delivery a programme of projects with cross department support to ensure project liability is investigated and the hazard is remediated.
- Commercial Assurance: Provide contract management assurance using NEC4ECSC and prepare project justifications, ensuring optioneering and value for money in decision making.
- Review of Mining Information: Form opinions by reviewing mining information and all necessary site information to determine desktop liability and evidence to undertake investigation works.
- Large Project (High Risk): As a CAT2 responder under the Civil Contingencies Act, the Authority liaise with external partners and local authorities to ensure public safety.
- Emergency Planning: Dynamic response to project delivery with reduced planning and re-prioritising required.
- Workshop Meetings: Attendance at regional and department meetings knowledge transfer and project presentations are delivered to embed future learning

- This is a hands-on, mobile Project Manager position supporting a major coal mining/geotechnical project in Scotland. The team is operating BAU while delivering multiple ongoing projects and responding to incidents across the region.
- The client is looking for someone who can hit the ground running, work independently, and confidently manage both planned project activity and reactive site-based incidents.
Key Responsibilities
- Manage multiple small to medium-sized projects simultaneously.
- Oversee project delivery from initiation through to completion.
- Respond to operational incidents and emerging site risks.
- Conduct regular site visits across Scotland (approximately 60% of time on site).
- Assess mining subsidence issues and geotechnical risks.
- Make initial site assessments and determine immediate actions required.
- Engage framework contractors where urgent remediation or safety measures are needed.
- Coordinate investigations, surveys, and specialist advice.
- Cover for other team members and provide project/site briefings when necessary.
- Manage project risks, stakeholder communications, and health & safety considerations.
- Work closely with contractors, engineers, and operational teams.
