A government client is looking for a Synergy Programme Manager to join them on a 12 month contract. This position will be based in London or Leeds/ Hybrid.

This role leads delivery of a complex, multi-department transformation built on Oracle Fusion ERP and a modern integration architecture. It requires deep
technical credibility alongside programme leadership. Synergy will transform people, finance and commercial services for over 250,000 civil servants in the four departments in our cluster. It will streamline, simplify and automate our corporate support functions, meaning we can free up colleagues' time to deliver for citizens. We will create a common operating model - a shared way of working and consistent processes and activities across the Synergy cluster departments. This in turn will allow us to support each other across departmental and functional boundaries, sharing quality data to take decisions that improve public services. The programme's Full Business Case captures cashable and non-cashable benefits, including savings on system costs, time and efficiency improvements and assisting departments in meeting their existing efficiency challenges.
What the Synergy Programme is designing and delivering supports the Prime Minister’s vision for a Productive and Agile State (PAS Programme Delivery Led large-scale, complex transformation programmes involving ERP, shared services or enterprise platforms. Delivered programmes with significant interdependencies across organisations, suppliers and business areas
Experience managing delivery across full lifecycle, including design, build, migration and transition to live. Evidence of managing programmes with fixed milestones and high dependency risk (e.g. SIT readiness, data migration windows) Technical Programme Experience. Direct experience delivering programmes involving Oracle Fusion or equivalent cloud ERP platforms
Proven delivery of complex integration-heavy programmes, including:
- Enterprise integration platforms or hubs.
- Large-scale API ecosystems.
- Data migration and system interoperability.
- Experience working with system integrators and outsourced. service providers in delivery models.
Operating Context:
- Worked in federated environments with distributed accountability. and governance.
- Experience aligning delivery to enterprise architecture, standards and cross-government priorities.
- Comfortable operating at senior stakeholder level across departments and delivery partners.
Core Knowledge:
- Oracle Fusion ERP and associated ecosystem (HCM, Finance, Commercials).
- Cloud platforms, particularly Oracle Cloud Infrastructure and Integration Cloud.
Integration platform patterns, including:
- API Gateway and API lifecycle management
- Data transformation and orchestration
- File-based and batch integration
- This reflects the Synergy approach where the OCI Integration Hub provides API, file-based, transformation and orchestration capabilities
Integration Architecture:
- API-first and service-oriented design approaches
- Event-driven integration concepts
- Secure cross-organisation data exchange
- The platform requires secure, cohesive integration across Oracle services and third-party systems using API and file-based methods
- Data and Integration Pipelines
- SaaS data extraction patterns (e.g. Oracle BICC)
- Cloud-based data pipelines and analytics patterns (e.g. S3, transformation tooling)
Scale and Complexity:
- Experience managing integration landscapes involving large volumes of integrations and applications
- Synergy includes 137 cross-government integrations and significant integrations
An active SC clearance is required for this role. At a minimum, candidates must be eligible and willing to undergo security clearance. Due to the short-term nature of the contract and the urgency of the requirement, the client may prioritise applicants who already hold active SC clearance and meet all essential criteria.
