- The Client:
A government client is looking for a Procurement Manager to join them on a 6 month contract. This position will be based in Leeds, Manchester or Blackpool/ Hybrid.
Job Summary:
Minimum Requirement: Contract Overview
- Supporting both BAU external resource management and a strategic resourcing programme running through to Summer 2028.
- Split across operational procurement and programme-based procurement activity.
- BAU team of 10, Programme team of 3.
Key Requirements
- Strong end-to-end procurement and sourcing experience.
- Experience delivering procurements under PA2023 (Procurement Act 2023) and PCR 2015 regulations.
- Proven contract management experience.
- Experience with strategic supplier engagement and supplier relationship management.
- Ability to work closely with Legal, Finance and key business stakeholders to ensure compliant procurement activity.
- Exposure to business case development and governance processes, ideally within central government environments.
- Experience running further competitions through frameworks, particularly CCS/GCF-style frameworks.
- Strong sourcing capability is essential.
Desirable Experience
- Central Government procurement experience preferred.
- Experience procuring digital services and digital specialists/resources.
- Professional Services category experience desirable but not essential.
- Knowledge of national training and implementation relating to the Procurement Act 2023.
Key Experience and Skills:
- Experience supporting external resourcing, contingent labour, recruitment, or workforce-related commercial activities.
- Knowledge of public sector procurement, commercial governance, and framework agreements.
- Experience in contract and supplier relationship management, including monitoring supplier performance and service delivery.
- Ability to analyse workforce and commercial data to identify trends, risks, and opportunities for improvement.
- Strong stakeholder management skills, with the ability to build productive relationships across business areas and with external suppliers.
- Experience coordinating complex programmes or projects, balancing strategic priorities with BAU delivery.
- Excellent communication skills, with the ability to present information and recommendations clearly to a range of audiences.
- Strong organisational and planning skills, managing multiple priorities and tight deadlines effectively.
- Proficiency in Microsoft Office applications, particularly Excel, PowerPoint, and Word.
- Commercial awareness, problem-solving capability, and a continuous improvement mindset.
