Job Description/Key responsibilities
The Data Platform Transformation programme is an established and funded programme to develop and manage adoption of many of the key capabilities which will enable transformation of the s data environment. The Programme Manager is responsible for overseeing the programme and ensuring the desired programme outcomes and objectives are delivered on behalf of the SROs. Engaging stakeholders across the agency and evangelising the data strategy, in particular for an Enterprise Data and Analytics Platform.
The Programme Manager, working with the Programme Director, will also be responsible for creating the environment where delivery teams are empowered to be successful, setting goals according to the strategic objectives for the organisation and managing the performance of multiple delivery teams. This will include resolving complex issues and ensuring risks are managed appropriately and reporting progress to relevant governance boards.
The Programme Manager will require a background in Technology and Data projects, with an understanding of complex data processing, and advanced analytics. Extensive experience of leading teams to successful delivery of a programme of complex requirements is essential.
Essential Criteria
The postholder will have the following skills:

The ability to create business cases aligned to the agency’s strategic objectives, articulating the return of investment / value for money of the programme.
The ability to identify key facts to make informed decisions, often in a time pressured environment.
The ability to work across organisational boundaries to identify, clarify and resolve problems.
The postholder will have the following experience:
Experience of managing significant programmes, leading multi-discipline teams including co-ordination, management, and control of programme activities
Experience with strategic planning providing clear direction and setting strategic priorities for delivery.
Experience of delivering Cloud based Data Platform solutions
Experience in managing suppliers to deliver effectively (within time, cost and quality parameters)
Excellent stakeholder management skills, a proven commitment to collaboration, and the ability to communicate often complex information easily and simply to all levels including directors and senior management.
Experience of working in multi-discipline change teams to produce measurable costed solution impacts.
Experience of planning and executing programme of work to deliver required scope within time, cost, and quality
Desirable Criteria
It is desirable, but not essential, for the postholder to have experience of:
Experience of working within a large and complex IT Estate.
A passion for continuous improvement for yourself, your team, and the processes you own.
Knowledge of Agile and other methodologies.
Knowledge of CDDO standards, Service manual and an understanding of Cabinet
Office spend control measures.
Knowledge of creating business cases in line with public sector business case standards.
