Senior Manager – Market Transformation and Contracts
Reports to: Assistant Director for Integrated Commissioning
Lead market transformation and contracts, in relation to market analysis, specification
development, procurement process, provider performance management, and ensure
resilient, flexible and sustainable community care market.
Qualifications:
Educated to degree standard.
Knowledge & Skills:
Broad practical and theoretical understanding of a particular service area generally
based on a combination of formal academic study and / or substantial relevant
practical management experience.
Commercial acumen and financial understanding.
Experience of managing staff and budgets that have some complexity and risk.
Strong analytical skills and problem solving capability.
Comprehensive understanding of the activities and objectives of the Council’s
policies and a good understanding of wider strategic plans, both current and future.
Ability to scan the long term horizon and understand implications of broader trends
for the service.
Experience of developing policy, with project and change management skills.
Ability to work effectively in partnership and develop long term relationships and
networks external to the Council.
Ability to successfully influence key decision makers at senior levels, both internal
and external to the Council.
Experience of complex operational planning.
Experience of resolving complex issues and managing conflicting priorities.
Experience of managing and developing people from increasingly diverse
backgrounds.
Ability to formally train, motivate and mentor other professional staff.
Ability to lead and provide coaching and support to others.
Ability to prioritise, organise and plan tasks, meeting agreed timescales.
Ability to delegate and oversee work within the team.
Understanding of people management policies and procedures.
Displays excellent communication skills and professionalism in building and
developing influential and respectful partnerships, supporting and challenging where
necessary.
Motivated and able to work within a challenging and testing environment.
Knowledge and understanding of maintaining accurate and efficient systems and
records, evidencing best practice and a lead role in development.
Ability to converse with members of the public and provide advice in accurate
spoken English.
Experience:
Proven experience in statutory or voluntary social care work, project management,
managing in Adult’s Services. Partnership work and chairing complex multi-agency
forums, budget management.
Experience of the effective leadership and supervision of staff.
Well-developed communication, facilitation and resolution skills.
Effective analytical, planning and presentation skills.
Ability to understand, interpret and disseminate information clearly to a wide range
of audiences.
Proven record of ability to manage publicity and dissemination of information to the
public, community organisations and member agencies.
Desirable
Qualifications:
Management qualification Institute of Leadership and Management (ILM) Level 5 or
equivalent.
Contract Management qualification.
Knowledge & Skills:
Ability to manage change within Adults Services.
Experience:
Experience of quality assurance systems and their application.
Experience in undertaking research.
Experience of developing performance measures and consider performance data for
strategic planning purposes.
