Minimum Requirement:
SOLID COMMERCIAL CONTRACT MANAGEMENT BACKGROUND ESSENTIAL
Experience of successfully leading and negotiating high value large and complex commercial deals, preferably within the transport industry.
Experience of managing and leading a team to deliver outcomes
Experience of successfully building, managing and communicating with senior/Board level relationships with internal and external stakeholders to deliver results.
Excellent financial awareness coupled with effective planning and organisational skills.
Experience of managing a diverse portfolio and ensuring deliverable solutions are implemented.

Railway commercial delivery experience
The post holder will generally lead the relationship with at least one of the sixteen passenger rail franchise operators in the UK and can be expected to be deployed flexibly as part of the wider Divisional and Directorate team to meet emerging risks and business needs on:
• Briefing Ministers on matters arising as well as contracted or programmed franchise delivery
• Supporting the Rail Franchising Programme
• Contractual negotiations and variations
• Commercial support to wider Departmental and Rail Group programmes e.g. capital investment schemes such as Thameslink, Crossrail

Role Description
Commercial management is a varied and dynamic profession, and it is not possible to characterise a standard day. You will have excellent supplier management capability, able to support collaborative commercial relationships.
You will understand market and commercial drivers and be able to develop strategies to exploit these, considering financial, legal and commercial implications.
Although you may not have worked in Rail, you will need to be commercially sharp and be able to solve complex commercial problems in a high pressured environment.
You will have excellent communication and influencing skills that allow you to be capable of managing multiple stakeholders in this fast-moving and high-profile environment.
Key responsibilities will/may include;
Leading and managing commercial relationships with Board level members of the train companies within your market, including the negotiation of commercial deals or variations to contractual obligations, ensuring outcomes are consistent with affordability constraints, represent value for money and are in the taxpayers and passengers interests.
Building and maintaining collaborative board level relationships with train companies, stakeholders and partners to ensure that passengers get the services they need and deserve, maximising revenue and passenger benefits while minimising risk to the taxpayer and thereby protecting the long term value of the franchise.
Advising Ministers, DfT Board members and Rail Group Directors on matters relating to the commercial relationship/contractual delivery including supporting the Ministerial team in its parliamentary business. Rail operators and their contracts with HMG come under significant levels of parliamentary and public scrutiny.
Working with a multi-discplinary virtual team ensure that new franchises are mobilised on time and on budget
Minimising risk to the taxpayers and minimising contractual claims against the DfT.
