Key success factors – what sort of person looking for
Data Analysis: You will be expected to have a good understanding of how to apply a range of analytical techniques with the ability to recommend suitable data sources, analysis and research methods. You will be able to critically assess the quality and validity of data and their sources and design a quality assurance process that achieves a good standard. You will be expected to contribute to the application of analysis in order to aid policymaking. You will be expected to validate analysis against external sources/research, and know when to investigate outputs further, and how to offer suitable explanations of any findings.
Presenting and disseminating data effectively: You will be expected to communicate statistical findings effectively to all levels of audience, choosing the most effective means of delivery, commentary and graphical content. You will present your own work or give joint presentations covering the work of the team to bigger groups or groups with a wide range of backgrounds, which may include senior staff and directors. You will have an understanding of the practical limitations for both your own data and any external data that has been used. You will be expected to draft reports, choosing the most effective structure, commentary charts and tables as appropriate. You will ensure that statistical releases convey data and results effectively, whilst being capable of summarising key messages effectively for briefing notes for directors and ministers.
Delivering at pace: you will lead work to ensure quality outputs are delivered to tight deadlines and will need to be able to maintain effective performance under pressure to get the most out of others and meet delivery goals.
Making effective decisions: we are seeking candidates who are able to spot risks and develop plans to mitigate them. You will have a track record of evaluating evidence from multiple sources and assessing options from a variety of perspectives to present a way forward.

Smart Metering Implementation Programme: Statistics Team
Deliverables of the project
We are looking for an analyst to work within a multi-disciplinary team in the Smart Metering Implementation Programme. The team is responsible for monitoring and evaluating the delivery of the smart meter roll-out, including:
• monitoring energy supplier performance through a quarterly data collection process
• supporting the quarterly experimental statistics report
• developing new sources of intelligence for the programme
• producing monitoring outputs to support programme decision making
• providing ad-hoc support to programme colleagues, to develop, analyse and quality assure external data collections (e.g. survey data, intelligence from stakeholders).
Job specification – duties
This post offers the successful candidate an exciting opportunity to work on the programme at a key stage of monitoring its progress. Responsibilities include:
- Working with colleagues to develop monitoring outputs to inform BEIS decision making on the rollout.
- Support the programme’s quarterly statistics release, in accordance with National Statistics practices.
- Support work to develop new sources of information for the programme, including the DCC – the central communications platform for smart metering, which will inform the programme’s future official statistics reporting.
- Contributing to responses to PQ/FOI requests and queries on data held by the Programme.
