A government client is looking for a Senior Change Manager to join them on a 7 month contract. This position will be based in London, Milton Keynes or East Kilbride/ Hybrid.

Global Services deliver resilient IT infrastructure and 24/7 support for the client’s global operations, ensuring seamless access to digital tools and services for staff in every location.
The Service Management and Support team provides IT service management capability across Global Services. This role leads Change Management activity, helping ensure changes to live services are assessed, governed and delivered in a controlled way that protects service stability and supports users across the client’s global network.
Purpose of Job
The Senior Change Manager leads the Change Management function within Service Management and Support, ensuring that changes to live IT services are assessed, governed and implemented in a controlled and proportionate way. The role applies expert knowledge of IT Service Management and Change Management frameworks to manage risk, protect service stability and support effective delivery across a complex enterprise IT environment. Working across product teams, IT Service Management colleagues and senior stakeholders, the postholder oversees change governance, chairs Change Advisory Board activity, and provides assurance on high-impact or high-risk changes. The role also drives continuous improvement in Change Management processes, helping improve service delivery, user experience and organisational agility while supporting the client's diplomatic, development and consular functions globally.
Key responsibilities

In this role you will:
- Lead the Change Management function, including ownership of processes, policies and governance frameworks across the IT change lifecycle.
- Chair Change Advisory Board meetings, facilitating discussion, challenge and agreement on high-impact or high-risk changes.
- Assess change risk, impact, categorisation and routing, applying professional judgement to determine appropriate scrutiny, approval and mitigation.
- Use IT Service Management tooling and management information to monitor, control and report on the change pipeline and compliance with governance standards.
- Manage and develop the Change Management team, including workload prioritisation, performance, capability building and continuous improvement activity.
The client also operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.
About you
Lead Criteria
- Expert knowledge of IT Service Management principles, with specialist Change Management experience in complex, enterprise-scale IT environments.
- Ability to design, implement and govern Change Management frameworks, including change categories, risk assessment, approval processes and scheduling controls.
Essential
- Experience leading Change Management activity across multiple product teams in agile, multidisciplinary environments.
- Ability to interpret technical information, infrastructure dependencies and deployment practices to assess change risk and impact.
- Strong stakeholder engagement skills, including chairing CAB meetings, influencing decisions and communicating risks, assurance and escalations clearly.
- Experience managing people, workloads and team capability, including performance management, professional development and workforce planning.
- Minimum ITIL Foundation qualification [Or equivalent professional experience]
Desirable
- Experience using Service Now, IT Service Management tooling and management information to monitor change pipelines, compliance and service performance.
- Ability to identify systemic issues in Change Management processes and implement continuous improvements that improve service delivery and user experience.
- Experience operating with delegated authority for change categorisation, prioritisation and governance routing within an established framework.
- Understanding of how effective Change Management supports service stability, operational continuity and organisational risk management.
An active SC clearance is required for this role. At a minimum, candidates must be eligible and willing to undergo security clearance. Due to the short-term nature of the contract and the urgency of the requirement, the client may prioritise applicants who already hold active SC clearance and meet all essential criteria.
