- The Client:
A healthcare client is looking for a Health and Safety Advisor to join them on a 6 month contract. This position will be based in Cardiff/ Hybrid.
Job Summary:
The post holder will be responsible for development and implementation of Health and Safety Management Systems within the client to meet local and national standards and guidelines. This will include working with Health and Safety managers across the organisation to implement the organisations health and safety plan to ensure the upholding of workplace safety and health of staff, service users and visitors.
The post holder will be required to work closely with colleagues and senior managers across the client, as well external stakeholders, and take a lead role in the management and mitigation of risk in relation to Health and Safety. The post holder will line manage and be supported by an Administration and Resource Officer within the Estates and Health and Safety Division to ensure the efficient completion and monitoring of work tasks against set Key Performance Indicators (KPIs) and objectives under the organisations health and safety action plan. The post holder will be responsible for ensuring best practice levels of assurance, compliance, and governance for a wide range of Health and Safety issues. The Health and Safety Advisor will be expected to continually highlight any associated gaps or shortfalls that require appropriate action planning and management and that they are brought to the attention of the Head of Estates and Health and Safety.
To ensure that Health & Safety effectively contributes to the corporate objectives and strategic direction of the Trust and work within the framework of corporate governance.
To provide assistance, by supporting the development of competencies locally, in the preparation of risk assessments and risk profiles and to develop a consistent approach towards Health & Safety and Risk Management.
The post holder will be expected to form strong relationships with key staff, such as Health and Safety Managers, Facilities leads and business managers. They will also be expected to provide support and technical assistance in the preparation of the agenda items for the Health and Safety Group.

Key responsibilities:
- Provide health & safety advice, support, training, and leadership on all aspects of health and safety.
- Support the Head of Estates and Health & Safety and the Facilities and Estates and Compliance Lead with the development of an annual operational work plan in line with the needs of the organisation and statutory requirements.
- In liaison with the Head of Estates and Health & Safety, ensure the Trust is made aware of new applicable legislation and guidance as it arises.
- Investigate health and safety incidents, including Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) to identify relevant root causes, risk management strategies and support the sharing of lessons learnt.
- Deliver interventions aimed at mitigating the risk to the health and safety of staff and others and improving the outcomes in relation to patient, staff, and visitor safety.
- Support the development, monitoring, implementation, and review of operational, policies and procedures to promote and develop safe systems of work for the Trust, liaising with appropriate service group and corporate managers to support compliance with statutory responsibilities.
- Contribute to the development and maintenance of Risk Registers, maintaining an oversight on the implementation of actions required to mitigate risks.
- Support Health and Safety Managers and other stakeholders in ensuring the Trusts health and safety processes meet the business requirements of the organisation and the local needs of services.
- Support and coordinate the undertaking of health and safety risk assessments, DSE risk assessments, COSHH and other risk assessments across services to ensure relevant hazards are identified and controlled as far as reasonably practicable.
- Undertake regular site inspections and audits and develop and monitor the implementation of action plans necessary to mitigate identified risks, escalating areas of concern in line with the Health and Safety Policy for the Trust.
- Support the implementation, monitoring and compliance with other action plans resulting from audits undertaken by other department or external organisations, including statutory returns to external regulatory bodies.
- Support the Head of Estates and Health & Safety to ensure corporate policies, processes and procedures are regularly reviewed and updated to meet relevant requirements.
- Produce regular reports for the Health and Safety Group and Quality, Safety and Improvement Committee, providing an effective overview of the performance against key indicators for health and safety.
- Upon request, produce reports to analyse health and safety related data, draw conclusions and make recommendations on appropriate actions to be taken.
- Represent the Trusts health and safety function at external meetings, forums and seminars where nominated to do so.
- Work collaboratively with colleagues across the organisation to provide a comprehensive and co-ordinated approach to risk mitigation across the Trust.
