- The Client:
A government client is looking for a PMO Lead to join them on a 4 month contract. This position will be based in Aberdeen/ Hybrid.
Job Summary:
The PMO Lead role operates at the intersection of hands-on project delivery, PMO service provision and programme governance. Post holders will both lead discrete projects or complex workstreams and help design, implement and run proportionate governance, reporting and delivery frameworks for an organisation in its set-up and mobilisation phase, under the leadership of the Head of Programme Delivery.
Successful candidates will be proactive, highly organised, methodical and able to work creatively and collaboratively to ensure the successful delivery of projects and programmes.
We are looking for experienced project delivery professionals, who are able to work very flexibly to meet the project needs of the new organisation whilst it matures, which will include experience project and programme delivery at all stages of the project lifecycle.
This role is suited to candidates who can move confidently between leading delivery activity, establishing effective PMO discipline, and owning programme-level governance and decision-making structures.
This will require the successful candidate to be able to demonstrate that they have delivered projects and programmes in a fast pasted environment as well as being adaptable in their approach.
We expect the role to include, but not be limited to:
- Supporting business leads and operational PMO managers in establishing and setting up projects and programmes for success.
- Setting delivery standards, ways of working, templates and controls across the organisation (including support and evolution of the PM Delivery Framework).
- Leading the delivery of discrete projects or complex workstreams, from initiation through to closure, including scope definition, planning, dependency management, risk control and benefits realisation.
- Managing key project and programme processes including monitoring and reporting, risk & issue management, planning and governance, translating complex delivery information into clear, actionable insight for key stakeholders.
- Designing, implementing and continuously improving programme and portfolio governance, ensuring it is proportionate, outcome focused and supports decision making.
- Coordinating across the client with other functions and stakeholders, such as finance and commercial, to collate cross functional inputs and prepare reports.
- Working closely with the shareholder teams to ensure a common understanding of deliverables, consistency of reporting and sharing best practice.
Skills and experience:
- Have experience in delivering either complex or high-risk projects or programmes within an agreed time, cost and quality constraint.
- Be adaptable when applying knowledge of project management tools and methodologies, able to design and tailor delivery structures, governance and controls to suit an organisation at an early stage of maturity.
- Have practical experience in actively managing project risks and issues, able to make decisions, engage in dialogue on risk management strategy, and demonstrate a level of skill beyond simply 'managing a process'.
- Be experienced and credible in dealing with a broad and complex range of stakeholders both in writing and in person, with the confidence to engage with senior leadership.
- Have a proactive stakeholder engagement approach, seeking out opportunities to effectively communicate and influence.
- Be solutions focused, able to apply your skills to a range of risks, with a sound understanding of how they relate to wider strategy.
- Be comfortable operating with a high degree of autonomy in an environment characterised by ambiguity, change and competing priorities, helping to shape clarity and direction as the organisation develops.

- PRINCE2 Practitioner
- MSP Practitioner
- Agile Project Management Practitioner
- APM Practitioner Qualification
- APM Chartered Project Professional (ChPP)
- Civil Service Project Leadership Programme
- PRINCE2 Practitioner
